Adapting Water Supplies Post-Condit Dam Removal

The City of White Salmon (City) has faced water supply source challenges for the past decade, including declining well yields and lack of sufficient water rights. In response, the City has pursued several projects to improve supplies, including permitting new surface water rights for its Buck Creek diversion and developing an aquifer storage and recovery (ASR) program to take advantage of seasonally available Buck Creek flows. These projects have improved the capacity and reliability of the City’s water supply, but additional sources are required to meet long-term growth.
The 2011 decommissioning and removal of the Condit Hydroelectric Dam—one of the biggest dam removal projects in US history— provided new opportunities for the City to secure additional water supplies while improving instream flows in Buck Creek and the White Salmon River. Aspect Consulting’s president and principal hydrogeologist Tim Flynn has been working with the City for over a decade to resolve water supply issues. In his presentation Tim will discuss the short-term use of the Condit Dam water rights for stream restoration; establishment of mitigation banks associated with Condit Dam water rights for the City and Klickitat County to offset future out-of-stream demands; ongoing development of source alternatives to reduce demand on Buck Creek and improve habitat; and use of ASR to capture seasonally available flows from Buck Creek and reduce surface water diversions during critical low flow periods.
