(Qualifications-Based Selection) 

There is a lot going on in Salem during the 2020 short legislative session. Learn how ACEC Oregon’s lobbyist Marshall Coba and Legislative Committee Chair Karen Tatman stay on top of all that’s happening in the Capitol for ACEC members.
Coba and Tatman will discuss current legislation and why it’s so important to get involved with the process.
Find out the latest on the QBS (Qualifications-Based Selection) law that ACEC members and local governments passed last session.
If time provides, there will be a quick tour of the Capitol.

Marshall Coba, ACEC Oregon Lobbyist, CobaCo Government Relations
Marshall Coba is a 30-year government relations professional with a track record of successful legislative representation on a variety of issues. His strategic leadership has resulted in the passage and defeat of significant legislation.While advocating for private companies, business associations or non-profit organizations, he maintains the highest ethical and professional standards. He currently represents clients in business, professional associations, health care, engineering, insurance, education, cannabis and distilled spirits. He is a graduate of Whitman College. 

Karen Tatman, PE, ACEC Oregon Legislative Committee Chair and
Past President (2017-18), Quincy/Murraysmith

For the past 30 years, Karen Tatman has served as a Project Manager, Project Engineer and Design Engineer, including 13 years with Caltrans, on transportation projects in California and Oregon. Her attention to detail on every project has positioned her in a lead role for Quality Assurance/Quality Control for all Quincy work products. As a Project Manager, she has been responsible for more than $200 million in highway improvement projects in the project planning, design and construction phases of project development. She has extensive experience in public outreach efforts and is an essential individual in ACEC's legislative efforts. She holds a B.S. in Civil Engineering from the University of California, Davis.
