2019 Legislative Issue Preview:
Cap and Trade / Carbon Reduction
2019 session will consider Oregon's next steps.
Governor Kate Brown and Speaker Tina Kotek have both committed to major policy on carbon reduction in the 2019 legislative session. Kristen Sheeran was recently hired to serve as Oregon's first Carbon Policy Advisor to the Governor. Her office will lead the preparation of this legislation and Kristen will share with ACEC members early goals and concerns of the project.
ACEC members can learn the opportunities and pitfalls of this potentially major policy change. While the goals of carbon reduction are economy-wide, ACEC members may be most interested in the potential significant increase in funds to the highway fund. Kristen is seeking engaged stakeholders to work on the issue. She will take questions after her presentation. In addition to this new policy position, the legislature will soon appoint a joint interim committee on the issue as well.

Kristen Sheeran, PhD
Carbon Policy Advisor to Governor Kate Brown
An economist by training, Dr. Sheeran has researched and practiced in the field of clean energy and climate policy for more than fifteen years. Her career spans leadership positions in the private, public, and non-profit sectors. She has published numerous articles on carbon policy and co-authored a book on environmental markets.
