PRESENTER
Carley Francis, AICP, SW Region Administrator, WSDOT
Carley Francis has a diverse background in transportation. Based out of Vancouver, the southwest regional office of the Washington Department of Transportation oversees maintenance and operations of more than 2,600 lane miles of roadway with over 400 bridges in the seven southwest counties of the state, and is responsible for project development and construction delivery for that area as well. Before this position, she worked as the region’s Planning Director.
Previously, Carley also worked at the Oregon Department of Transportation to manage early implementation of the volunteer road usage charge program and to support capacity building for similar programs across several western states. She provided leadership on various aspects of the Columbia River Crossing mega-project including finance, public disclosure and communications.
Carley has a Masters in Urban and Regional Planning from Portland State University, is a member of the American Institute of Certified Planners, and is a certified Project Management Professional. Her undergraduate work was completed at the University of Washington in Community and Environmental Planning.
